Agenda for Change in Guernsey

Traditionally nurses and midwives in Guernsey have opted to remain aligned to Whitley pay and conditions of employment and consequently chose to embrace Agenda for Change and Knowledge and Skills Framework when they were launched across the NHS, all other health and social care staff are employed on local terms and conditions.

The Health and Social Services Department Project Team have now completed the matching, evaluation and assimilation process for almost 1000 Nurses and Midwives. More than 90% of these staff have received a salary increase as a result of Agenda for Change implementation.

Following the release by the Department of Health (UK), of more new job profiles in October 2005, we are looking at opening up development opportunities by creating a number of Healthcare Assistant Practitioner Band 4 posts.

The Knowledge & Skill’s Framework is led by Jenny Vizia our KSF co-ordinator to support the career development of staff through clear learning and development objectives based on the new Framework. The KSF has been fully implemented with all posts assigned a post outline. 

The outline summarises 'dimensions' of each job and the competencies or skills needed in post. Individual outlines show the dimensions of individual jobs and should alert the individual, their manager and all of us to learning needs and opportunities. These might be one of the many existing courses, provided on island, on the job training on the wards or other learning opportunities.

Performance and Development reviews (PDRs) are completed annually for all AfC staff.  The eKSF computer programme is in full use to support this process.
